What to expect
Cars line Main Street downtown and hand out candy to kids who want to trick-or-treat. A candy check point is set up at the Waterloo Fire Department, where local businesses donate hotdogs, popcorn and drinks for children at no charge. It is a short, walkable evening built around a safe night of trick-or-treating.
